The history of human dog training can be traced back to 40,000 years to 15,000 years ago From the inheritance of this blood relationship, they can indeed be called the most loyal friends of mankind. In the past, people raised dogs to hunt and take care of their families; today young people live a two-point and one-line life. They raise dogs to have a companion.

However, as the number of pet dogs increases, some safety issues have also appeared in front of people, and pet dog attacks have also occurred frequently.

In 2012, some sociologists investigated pet dog injuries and found that there were 10,000 dog bites in Shijiazhuang and 30,000 in Harbin. The emergence of these big data also has people worried about whether they should have pet dogs and whether they should tie their ropes when walking their dogs.

For some dog owners, leashing a dog is an abuse of dogs. Some people think that what should people who do not tether a dog bite?

There were no clear laws and regulations regarding bolts or non-bolts before. On May 1, 2021, the formally implemented "Epidemic Prevention Law of the People's Republic of China" will include bolts in the law. Article 30 stipulates that units and individual units and individuals shall be immunized from rabies vaccines regularly in accordance with regulations and apply for registration from the local canine registration authority based on the immunization certificate issued by the animal diagnosis and treatment institution.

When taking a dog out of the house, you should wear a dog placard as required and take measures such as tying a dog leash to prevent the dog from injuring people and spreading diseases.

If the regulations are violated, the rural competent department of the local people's government at or above the county level shall order the correction within a time limit and impose a fine of not more than 1,000 yuan. If the time limit is not corrected, a fine of not less than RMB 1,000 and not more than RMB 5,000 will be imposed. After the promulgation of this law and regulation, it has won public praise. After all, there are more and more pets now, and if an accident occurs, it will inevitably be held accountable.

Even if you are tied up or closed with a dog cage, some people will still encounter situations where they tease the dog and are bitten. In this case, will the dog owner need to bear the responsibility?

When the dog owner goes out to walk the dog, the dog will bite strangers. What responsibilities should the dog owner bear?

Liu went to his friend Sun's house for dinner. When he saw a German shepherd being locked in a dog cage in the yard, Liu walked up and touched it. Unexpectedly, the dog was very fierce and bit his finger in one bite. When Sun saved him, Liu's little finger was severely bitten.

After Liu was bitten, the subsequent injection treatment cost a lot of money, and he asked Sun for compensation. Sun believes that the dog is locked in a cage, and Liu reaches out to touch it alone. It is his own fault and he does not take any responsibility.

The two people did not enter a pair of books due to negotiations.

After trial, the grandson's German shepherd dog is a fierce dog. As early as July 1, 2018, it was issued the "Notice on Prohibition of Raising Large Dogs and Strong Dog Breeds in Urban Areas" that dogs are illegal.

Article 80 of the Tort Liability Law of the People's Republic of China stipulates that animal breeders or managers shall bear tort liability.

Persons who have been bitten can be held responsible for the breeder or other persons who caused the accident. Article 1250 of the Civil Code of the People's Republic of China stipulates that the injured party may demand compensation from the animal breeder or manager or a third party, because the third party's process causes damage to others.

Judging from the behavior of raising fierce dogs, Sun has violated the regulations, so he naturally has to bear certain responsibilities, and Liu also needs to bear responsibilities when he takes the initiative to tease the German shepherd.

Article 1246 of the Civil Code stipulates that if no safety measures are taken to the animal cause damage to others, the animal breeder or manager shall bear tort liability. However, it can be proved that the damage was caused by the intentional or gross negligence of the injured party, and the liability cannot be borne or reduced.
